About the Planning Council

The majority of members of the planning council are consumers of mental health services, or their family members, who have had direct experience with state mental health services. Members embrace hope as a key principal and believe that recovery, with the correct treatment and supports, is possible for everyone. They also believe that systems should be designed so individuals and families can build resiliency, which is the strength needed to weather the difficult moments in life.

The primary task of this council is to review and comment on the annual Federal Block Grant application, however through consultation with nationally renowned experts in the field this council is working to expand beyond this basic function to become a more active body in the development of a recovery based mental health system that operates throughout the entire state of Florida.

Under Federal law, states receiving block grants to implement State Plans for Comprehensive Community Mental Health will establish and maintain a State Mental Health Planning Council. This Council's duties, defined by law, are to review state plans and provide recommendations, to advocate for individuals of all ages with mental illnesses or emotional problems, and to evaluate the allocation and adequacy of mental health services within the state.

Sections 1911, 1912, 1913, 1914 (actual establishment paragraph) and 1915, STATE MENTAL HEALTH PLANNING COUNCIL, State Plan for Comprehensive Community Mental Health for certain individuals under Title II - BLOCK GRANTS TO STATES REGARDING MENTAL HEALTH AND SUBSTANCE ABUSE - SECTION 201; ESTABLISHMENT OF SEPARATE BLOCK GRANTS REGARDING MENTAL HEALTH, Part B of Title XIX of the Public Health Service Act (42) United States Code 300x et seq. as amended, also described as Public Law 102-321, the ADAMHA Reorganization Act as amended.
