Advocates for excellence in Mental Health Services The State Mental Health Planning Council of Florida supports the following goals which are in line with the President's New Freedom
Commission on Mental Health Report of 2003: Achieving the Promise: Transforming Mental Health Care in America. In creating that
commission, President Bush declared, "Our country must make a commitment. Americans with mental illness deserve our understanding
and they deserve excellent care." He charged the Commission to study the mental health service delivery system and to make
recommendations that would enable adults with serious mental illnesses and children with serious emotional disturbance to live,
work, learn, and participate fully in their communities.
In response to the President's Commission report we believe in: • A seamless system of care that is comprehensive, person-centered, community-based and that follows the individual through each step of recovery. • Standards of measurement and quality of care for mental health services that are evidenced based or are promising best practices. • Community supports that enable functioning outside of inpatient residential institutions and in a person's own community. • Reduced rates of hospitalization. • Integrated services for the multiple needs of children and their families and streamlined transition from adolescent to adult systems of care. • Unrestricted access to medications through Medicaid. • Efficient, best practice expenditures of community mental health funds. • Integrated treatment for persons with co-occurring mental illness and substance abuse issues. • Adoption and financial support of Crisis Intervention Team training for law enforcement. • Alternative housing opportunities for persons with persistent mental illness. ![]() For More Information, Contact: Program Office 1317 Winewood Blvd. Tallahassee, FL 32399-0700 Phone: (850) 413-7240 Under Federal law, states receiving block grants to implement State Plans for Comprehensive Community Mental Health will establish and maintain a State Mental Health Planning Council. This Council's duties, defined by law, are to review state plans and provide recommendations, to advocate for individuals of all ages with mental illnesses or emotional problems, and to evaluate the allocation and adequacy of mental health services within the state.
